Respone to the Re-wording of the Offence

Following the 25th January meeting when the PEN Offence delegation met with Home Office Minister Fiona Mactaggart, the minister sent a detailed reply which included the announcement that the offence's title would be changed to 'Hatred against persons on racial or religious grounds'.
